Now, in his third draft, Rivera seems to be following the same blueprint. After trading the No. 11 pick to the New Orleans Saints for the No. 16, 98 (third round) and 120 (fourth) picks in Thursday’s first round, Washington selected Penn State’s Jahan Dotson, a slight, speedy, sure-handed receiver.
